Four arrested for narcotics violations after traffic stop
On February 20th at around 5:00pm, Picayune Police Narcotics Division detectives were conducting proactive patrolling on Brookdale Drive, when they observed a gray 2000 Crown Victoria stopped in the middle of the roadway. Detectives conducted a traffic stop on the vehicle obstructing traffic according to a press release from Picayune Police Department Assistant Chief Jeremy Magri.
When the detectives approached the vehicle, they requested a valid driver's license from the driver, identified as Stephan Brooks Raby, age 32, of 108 East Meadowlark Road, Carriere. and valid identification cards from the passengers identified as Gauge Hannon Normand, age 23, of 5182 Highway 43 North, Carriere; Lawrence Lamont “L.L.” McDonald, age 30, and Sylvia Marie McGrew, age 35, both of 715 South Haugh Ave, Picayune.

While speaking with Ray, detectives smelled a strong odor of what appeared to be burnt Marijuana emitting from the vehicle. Raby, McGrew, Normand, and McDonald were all asked to exit the vehicle and they complied. Detectives conducted a search of the vehicle and they found two clear plastic bags containing a green leafy substance believed to be synthetic Marijuana on the front passenger side floor board. They also found several split cigar wraps which are commonly used to smoke illegal narcotics.
A female detective arrived at the scene to perform a search on McGrew. The officer found one clear plastic bag containing a green leafy substance believed to be synthetic Marijuana in McGrew’s front right pants pocket. Through further investigation, it was learned that McDonald had sold the narcotics to McGrew, and McGrew then sold the narcotics to Raby and Normand according to Magri..
McDonald and McGrew were placed under arrest for the Sale of a Control Substance within 1500 feet of a Church and Possession of a Controlled Substance with Intent to Distribute within 1500 feet of a Church. Norman and Raby were placed under arrest for Possession of a Controlled Substance (misdemeanor).
All four suspects were transported to the Criminal Justice Center where they were booked and incarcerated.
